Legal AlertThe Cyber Security Presidency affiliated to the Presidency of Republic of Türkiye was established with the Presidential Decree on the Cyber Security Presidency (Decree No: 177), published in the Official Gazette dated 08 January 2025 and numbered 32776.

With the Presidential Decree No. 177 on the Presidency of Cyber ​​Security (“Decree”) published in the Official Gazette dated January 08, 2025 and numbered 32776, the Presidency of Cyber ​​Security was established under the Presidency of Republic of Türkiye with a public legal entity headquartered in Ankara.

The duties and authorities of the Presidency of Cyber ​​Security which was established by the Decree are determined as follows:

  • To determine policies, strategies and targets for ensuring cyber security, to prepare action plans, to carry out legislative work, to ensure the coordination of relevant activities and to monitor their effective implementation
  • Conducting awareness-raising, training, and activities on cyber security
  • Conducting projects to support cyber security and information security
  • To carry out studies to increase cooperation between the public, private sector and universities in the field of cyber security,
  • To carry out studies to develop domestic and national products and technologies with the cyber security ecosystem and to enable domestic entrepreneurs to become competitive in the world market,
  • To carry out Research and Development and technology transfer in the areas needed for cyber security
  • To carry out activities to encourage participation in exercises, events and fairs organized in Turkey or abroad related to cyber security,
  • Identifying priority cyber security areas in order to direct cyber security capacity to critical areas and prevent duplicate investments,
  • Establishing cyber security emergency and crisis management plans and establishing joint operation centers within the framework of these plans,
  • Providing opinions on the incentives to be provided by public institutions and organizations in the field of cyber security,
  • To perform other duties assigned by legislation.

A representative office may be established domestically by the President of Cyber ​​Security (“President”) and abroad by the President’s decision upon the President’s proposal.

The service units of the Presidency of Cyber ​​Security established by the decree are as follows;

  • General Directorate of Cyber ​​Defense
  • General Directorate of Cyber ​​Resistance
  • General Directorate of Ecosystem Development
  • Department of External Relations
  • Department of Management Services
  • Legal Consultancy
  • Press and Public Relations Consultancy.
